Since April 2008, Ecotrade and AATA International Inc, USA collaborated to prepare a Social Scoping and Initial Local Stakeholder Interview Program for the Hairhan and Haraat (formerly Choir) sites in Mongolia. This social scoping study sets out the main socio-economic issues related to the Hairhan and Haraat (formerly Choir) Uranium mining sites in Mongolia. These include both the likely and perceived impacts of mining operations on the local communities as well as a review of impacts encountered to date as a result of exploratory drilling. This assessment is not an environmental review, although specific environmental issues are discussed where there is a link between the environment and local livelihoods. The findings in this report are the result of a scoping study to both sites (April-May 2008) as well as a desk review of legislation and the economic situation of Mongolia.
The assessment found that the company has a good level of engagement with local government officials and has a generally positive perception amongst local people and herders. However there have been miscommunications and misunderstandings in the past and there is potential to improve the company’s social and community engagement in the future. These issues are elaborated on report, along with a review of the regulatory framework, economic and legal situation in Mongolia at present.
